Catherine Chardon

Chief Executive Officer RATP Dev North America

Catherine Chardon has more than 20 years of experience in the transit industry.  Ms. Chardon joined RATP in the Human Resource Department and worked both in the field and at the corporate level.  For the last six years, she has served as director for RATP Dev France/Switzerland Business Unit.  She now serves as chief executive officer for RATP Dev America.  She has also served as a Board Member of RATP Group Foundation for the last three years.  Mrs. Chardon holds advanced degrees from Paris Descartes University (DESS), Nottingham University (MS), and from INSEAD (ARP).

Thierry Deleger

Chief Financial Officer

Thierry joined RATP Dev North America in 2015 as the Chief Financial Officer based in New York City. His career in finance spans more than 30 years, starting first in the retail industry and later joining Sodexo, as the Chief Accountant for the CIS countries and the Gulf of Mexico before serving as VP of Finance for a non-medical, in-home care franchisor.


Helena Williams

Chief Development Officer

Ms. Williams is an experienced operations Executive skilled in delivering efficient and high-quality transportation and public safety services. Prior to joining RATP Dev she was the President of the MTA Long Island Rail Road in New York. She brings expertise in community economic development, including residential and sports and entertainment venue engagement.


Blaine Rigler

President RATP Dev North America Bus

With over 25 years of experience in leadership and operations management roles, Mr. Rigler’s expertise encompasses sales and marketing leadership, international business, operations, and technology systems innovation. Prior to RATP Dev, Rigler served as Sr. VP-Global Solutions at Iron Mountain Inc., an S&P 500 company employing almost 17,000 professionals in over 1,000 facilities across 36 countries.


Steve Bethel

Vice President RATP Dev North America Rail

Steve currently overseeing operations and maintenance for Sun Link, the Tucson Streetcar, a federally-funded system, in addition to the D.C. Streetcar. He has worked on the Hiawatha Light Rail Transit System in Minneapolis, the Valley Metro light rail system in Phoenix and the Central Link light rail in Seattle.


Scott Neeley

Senior Vice President, Business Development

Mr. Neeley is a 24-year veteran of the public and private transportation industries. Previously serving as Chief Executive Officer for the Corpus Christi Regional Transportation Authority and Executive Vice President for the Denton County Transportation Authority, he now leads the business development efforts for RATP Dev in North America.


Kenneth R. Fischer

Senior Vice President, East Region Operations

Thirty-seven years of transit experience. Twenty-five (25) years as a general manager of two transit systems. Managed system named best managed system in North America by American Public Transportation Association. Specialization is in transportation planning, labor negotiations, contracted services, tourist/special event operations, and facility construction.


Robert Smith

Senior Vice President, West Region Operations

Robert leads RATP Dev operations and business development in the western continental United States. Based in Fort Worth, Texas, Robert works closely with RATP Dev’s key clients in Colorado, Arizona, Nevada, and California. Robert joined RATP Dev after serving as the Chief Transit Officer of the Chicago Transit Authority, where he directed operations for the nation’s second largest transit agency. Prior to his work in Chicago, he was the CEO of the Maryland Transit Authority in Baltimore.


Patty Fritz

Vice President, Human Resources

Patty brings 25 years of multi-unit and cross-industry HR leadership experience from distribution and manufacturing to service and retail. She drives excellence in service delivery for RATP Dev North America through strong business relationships built on trust, integrity, and respect.



Sandy Freeman

Vice President, Innovation & Product Delivery

Ms. Freeman brings 23 years of experience as a Senior Innovation Delivery Leader. She has an established history for developing and delivering forward thinking strategies, and building strong partnerships to advance the right products and technologies for complex environments. She is a seasoned product development professional skilled in Business Development, Competitive Analysis, Marketing Requirements, and Product Strategy.


Mike Anderson

Vice President, Safety & Security

Mike Anderson leads all of RATP Dev North America’s bus and rail safety and security initiatives, and continues to bring standardized models of excellence to all of the organization’s locations of operation. Based in Fort Worth, TX, Mr. Anderson is responsible for designing, developing, and implementing Safety Management Systems (SMS) across our network of transit systems in North America.


John Hendrickson

Senior Vice President, Central Region Operations

John Hendrickson serves as the General Manager of Waco Transit System and oversees operations for RATP Dev locations in the Central United States. Mr.  Hendrickson has 25 years of experience in the transit industry and received certification in Transit and Paratransit management from Pepperdine University. John is a US Army veteran and holds a degree of Business Administration and Management from Texas Tech University.
